UN38.3 Testing Report

Air transportation has strict requirements for batteries, even if you don’t work in the battery industry, I think everyone can feel it. In order to ensure the safety of air transportation, according to the relevant provisions of the IATA Dangerous Goods Regulations, UN38.3 (UNDOT) test meets the transportation needs of lithium-containing battery cargo.

UN38.3 refers to section 38.3 of Part 3 of the "United Nations Dangerous Goods Transport Test and Standards Manual" specially formulated by the United Nations for the transportation of dangerous goods, that is, it must pass a high simulation, high and low temperature cycle, vibration test before the lithium battery is transported , Impact test, 55 ℃ external short circuit, impact test, overcharge test, forced discharge test, to ensure the safety of lithium battery transportation. If the lithium battery is not installed with the device, it must also pass the 1.2-meter free-fall test.

Determine the test eligibility criteria

a. T.1-T.4 No mass loss, no leakage, no exhaust, no disintegration, no rupture, no fire, open circuit voltage is not lower than 90% before the test

b. T.5-T.6 surface temperature does not exceed 170 ℃, no disintegration, no cracks, no fire within 6 hours of testing

c. T.7 – T.8 No disintegration within 7 days of testing, no fire

Restrictions on packaging requirements and conditions

The delivered lithium batteries and lithium battery packs can be transported as non-restricted items (non-dangerous goods) if they meet all the following conditions. If any of the following conditions cannot be met, the operation shall be in accordance with the requirements of UN3090 or UN3091 for the acceptance of dangerous goods:

(1) Restrictions on lithium content

1. For lithium metal or lithium alloy primary batteries, the lithium content shall not exceed 1g; for lithium ion primary batteries, the rated watt-hour shall not exceed 20Wh.

Note: The original battery is also called battery cell.

2. For metallic lithium or lithium alloy batteries, the total lithium content shall not exceed 2g, and for lithium ion batteries the rated watt-hour shall not exceed 100Wh.

Note: The above "lithium content" refers to the amount of metallic lithium on the anode of a lithium metal or lithium alloy battery.

For lithium metal or lithium alloy primary batteries or batteries, the calculation method for "equivalent lithium content" in grams is 0.3 times the rated capacity in ampere hours. For example: the rated capacity of a mobile phone lithium ion battery is 800mah (800 milliampere hours), then its "lithium equivalent content" is: 0.3 X 0.8 (ampere hours) = 0.24 grams.

(2) Meet UN test requirements

Each type of primary battery and battery has been tested and found to meet all the requirements of paragraph 38.3 of Part 3 of the United Nations Manual on Transport and Testing of Dangerous Goods.

(3) Packaging requirements

1. Unless installed in the device (such as mobile phones, cameras, walkie-talkies, notebook computers, etc.), the batteries and primary batteries must be individually packed to prevent short circuits, and installed in a sturdy outer packaging.

2. Unless installed in the equipment, if each package contains more than 24 primary batteries or 12 batteries, it must also meet the following requirements:

1) Each package must indicate the special measures to be taken when the lithium battery and the package are damaged.

2) Each shipment must have a random document explaining the special measures to be taken when the package contains a lithium battery and the package is damaged.

3) Each package must be able to withstand a 1.2m drop test in any orientation without damaging the battery or metabattery in the package, without changing the position of the battery in it or even between the battery and the battery (or primary battery and primary battery) Contact, no battery leakage from the package.

4) If the battery is transported separately, the gross weight of each package must not exceed 10kg.

According to the requirements of civil aviation regulations, airlines and airport cargo collection and transportation departments should review the transport documents of lithium batteries. The most important thing is the UN38.3 safety test report of each type of lithium battery. The report can be provided by a third-party testing agency designated by civil aviation, or by a battery manufacturer with testing capabilities. If this test report cannot be provided, civil aviation will prohibit lithium batteries for air transportation. ,

UN38.3 handling process:

1. Fill in the application form

2. Sample: 30 batteries + 16 batteries (if it is a mobile power supply, then provide 16 mobile power supplies + 30 batteries)

The sample provided must be reflected (model, capacity, Wh, nominal voltage). If there is no need to provide a waterproof label.

3. Specification of battery cell and battery

4. Relevant materials required for the application for identification.
